However, she may be at an even bigger risk than Matt because of her lack of secret identity. Jessica is known to the public because of her accomplishments in taking down Kilgrave and the Hand. The success of her detective agency skyrocketed because of the notoriety she gained while taking down these villains, and while it’s unclear if she ever did sign the Sokovia Accords, she was famous enough to have her name thrown in the mix.

He wants to round them up and has been shown as successful in doing so with the first few vigilantes he currently has locked up. Her fame, especially within the city of New York, should logically put her on the mayor’s radar.
